Word of mouth still works here. It just does not scale.
Dudley trade businesses are, as a rule, long-established and well-recommended. Plenty have never needed to advertise, because the borough is the sort of place where your name gets passed around Sedgley, Kingswinford, Netherton and Brierley Hill without you doing anything.
